I love this quote about the cases that are still pending due to other issues. “They are being looked at, they don’t just sit on a shelf,” said Gregory Smith, an assistant director for the agency.

The best thing for these files is that they are picked off one person’s desk and put on someone else’s. For some reason, finally, the case gets moving again. But, he’s right, they aren’t just sitting on a shelf. That doesn’t mean however that the file is being put through the system in a workmanlike manner.
