My position remains that it takes several parties to Tango. It takes a federal government without any plan for filling jobs that need filled. It takes a state or local government willing to turn a blind eye to incoming unlawful foreign nationals. It takes unlawful foreign nationals willing to travel to the USA to suffer through many challenges to work in hard jobs that citizens seem all to unwilling to accept despite the wage rates being fair. It takes persons willing to sell their identification information. It takes persons willing to steal identification information. It takes an employer who will circumvent the law as much as the worker or the identification forger because the company desperately needs personnel.
